Love is what God IS and Paul in 1 Corinthians, Chapter 13, tries to define for us what Love would look like if we could live up to it fully.

1 Corinthians 13:4 Love is patient, love is kind. It does not envy, it does not boast, it is not proud. 5 It is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. 6 Love does not delight in evil but rejoices with the truth. 7 It always protects, always trusts, always hopes, always perseveres. 8 Love never fails.

People can try to legislate for right behaviour but what you usually find is that the rules come down to defining what NOT to do. One of the things that you notice though is that essentially God's 'Love' is about what you do and give! Love is mostly defined by what is done. For instance - "God so loved the world that He gave his only Son that whoever believes on Him shall not perish but shal have eternal life".

God's love is defined by what He did for us and His ongoing love is shown by what He continues to do and plans to do for all His children, in this world and the next.
